Permitted  Development 

You can apply for Building notice,& just start building on Permitted  developments, small rear Extension eg.

But without detailed plans you're Builder can't give you a firm price.

If you start your build, & it contravenes Building regs, after inspection you may be starting again.

Full submission plans have Building regs approval, if your Builder  follows them, you will have no problems, if they don't you have proof where the burden of fault lies.
